Yes, once you log in look in the upper right corner for "Requests" click it, then choose All requests. You may want to change the filter from "Open Requests" to "Any Status"

Yes, once you log in look in the upper right corner for "Requests" click it, then choose All requests. You may want to change the filter from "Open Requests" to "Any Status". Find the issue you would like to re-open. Select the issue. Find the "Reopen Issue" link.
