A:  yes, you can achieve this by using selectable Yes, by using the selectable kernel feature, which allows changing you to change the kernel configuration during the transaction. In other words, you begin the start transaction phase with 3C. During the authenticate transaction phase, the reader switches to 4C when condition meets conditions meet the criteria. 

You can set this feature globally ( in terminal data ) or  or individually ( in AID data). That means you can support PIN entry (3C) in all transactiontransactions, but when the amount is under the CVM limit, the reader switches to 4C for to not prompting prompt PIN entry.
