What Terminal Configuration should I use for a payment system in Japan?

In Japan all cards use offline PIN except CUP (China Union Pay). CUP supports online PIN only. Also, you will need to implement the selectable kernel feature so the Terminal Configuration used can change depending on the card brand. For CUP use 23C for all other card brands use 3C.
